Abstract

Child violence in the City of Salatiga shows a concerning increase, with the most significant threat occurring within the household environment. This indicates a discrepancy with Municipal Regulation No. 47 of 2018. This research aims to analyze the effectiveness of fulfilling special protection clusters through Child-Friendly City (KLA) policies in Salatiga City and identify factors hindering its effectiveness. The research methodology employs Policy Effectiveness Theory according to Riant Nugroho. Research findings reveal that while some aspects align with effectiveness indicators, several other aspects still show non-compliance. Inhibiting factors include human resources and bureaucratic structures. Recommendations encompass transforming PT2P2A into a Technical Implementation Unit (UPTD), prioritizing case management systems, optimizing information technology, providing child case handling training for teachers, and utilizing digital platforms.
