ANALISIS E-GOVERNMENT DALAM MENINGKATKAN PELAYANAN PUBLIK PADA WEBSITE LAYANANDUKCAPIL.GROBOGAN.GO.ID

Abstract

Electronic Government refers to the utilization of information and communication technology (ICT) in the delivery of government services to the public through digital platforms. The Grobogan District Population and Civil Registration Office implements e-government concept via the Website layanandukcapil.grobogan.go.id, which provides online public services aimed at facilitating the community in managing population documents. The research problem formulated in this study is how e-government functions, along with the supporting and inhibiting factors in enhancing public services on the Website layanandukcapil.grobogan.go.id. The objective of this research is to analyze e-government and the supporting and inhibiting factors of e-government on the Website layanandukcapil.grobogan.go.id. This study employs the theory of successful e-government implementation elements, namely support, capacity, and value. Meanwhile, the driving and inhibiting factors are based on the E-GovQual theory, which includes efficiency, trust, reliability, and community support. The research method used is a descriptive qualitative approach, with data collection conducted through interviews, observations, and documentation. The results indicate that e-government in enhancing public services on the Website layanandukcapil.grobogan.go.id has not yet been fully optimized. The support indicator is assessed based on the existence of regulations, political will, and socialization. The capacity indicator is evaluated through financial resources, technological infrastructure, and human resources. The value indicator reflects the benefits obtained, such as cost savings, time savings, and improved accessibility of services. Additionally, there are supporting factors such as reliability and trust, while the inhibiting factors include efficiency and community support. It is recommended that the Grobogan District Population and Civil Registration Office increase the file upload size limit and conduct intensive socialization to the public.
