Abstract

In the era of globalization and rapid technological development, adolescents face complex challenges related to social behavior, including the increasing risk of promiscuity that has an impact on reproductive health and HIV/AIDS cases. This phenomenon is influenced by various factors, including social, economic, and cultural aspects. This study aims to analyze the collaborative governance process in handling promiscuity among adolescents through the SETARA Program (Semangat Dunia Remaja) initiated by the Central Java Indonesian Family Planning Association (PKBI) in collaboration with the Semarang City Education Office. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation studies. The results of the study indicate that the implementation of collaborative governance in the SETARA Program has been effective with the synergy between PKBI and the Education Office. The success of the program is supported by teacher training, as well as active participation of students and the community. However, the implementation process still faces obstacles, such as lack of commitment from several stakeholders, barriers to communication and coordination between institutions, and limited resources in the form of budget and professional staff. In the context of collaborative governance, this study found that the role of each actor in the program greatly determines the effectiveness of implementation. PKBI plays a role in providing educational materials and training for teachers, while the Education Office facilitates policies and implementation in schools and teachers act as the main implementers at the educational institution level, while the community and parents participate in supporting the sustainability of the program. These findings emphasize the importance of cross-sector collaboration in supporting sustainable reproductive health education programs to create a generation of adolescents who are more aware of their own health and their social environment.
