Abstract

Semarang City has the highest number of new HIV/AIDS cases in Central Java. The Department of Health as the organizer of health affairs in Semarang City is indicated to have not played an optimal role in HIV/AIDS prevention. Therefore, this study aims to analyze the role of the Health Office in HIV/AIDS prevention in Semarang City and its inhibiting factors. This research is a descriptive qualitative research where data collection is done through interviews, documentation study, and observation. The results of the study illustrate that the Health Office has generally fulfilled its role in HIV/AIDS prevention in Semarang City. However, in the implementation of facilitative, educational, and technical roles, it is known that it has not run optimally because a number of problems were found, namely limited supply of ARV TLE drugs, limited human resources, stigma problems, training activities that are constrained by time and work, and delays in collecting data. Meanwhile, inhibiting factors consist of role transition, role distance, and role conflict. The suggestions given are to temporarily change the combination ARV TLE drug to single, conduct night service visits to favorite health centers, collaborate with HIV/AIDS volunteers, collaborate with Health Universities and Student Activity Units (UKM), and create automatic warning messages via email.
