ANALISIS PEMANGKU KEPENTINGAN DALAM PROGRAM KOTA LAYAK ANAK DI KABUPATEN BANYUMAS

Abstract

The Child Friendly City programme in Kabupaten Banyumas has not been optimal reflected in its three-year Pratama ranking and cluster issues. This study aims to identify and analyse the role of stakeholders in the Child Friendly City program in Banyumas Regency as well as to identify the factors inhibiting the role of stakeholders. This research method is descriptive - qualitative with data collection techniques through interviews, literature review and documentation. The results of show that the stakeholders involved in the Child Friendly City Programme in Banyumas Regency are DPPKBP3A, Bappedalitbang, Dinas Kesehatan, Dinas Pendidikan, Dinsospermades, Dinkominfo, Dindukcapil, Unit PPA Polresta, UPTD PPA dan Forum Anak Banyumas. The identification of these stakeholders is based on power and interest, which consist of subjects, key players, context setters, and crowds and their roles are classified as policy creators, coordinators, facilitators, implementers, and accelerators. Factors inhibiting stakeholders' roles consist of low commitment, different organisational values, ineffective coordination and communication, lack of publications, ineffective collaboration, and lack of specific policies for KLA. Recommendations in the research are to increased understanding and coordination between stakeholders, formulate specific policies for KLA, optimise publications, and collaborate with the private sector, media, academics, and the community.
