Abstract

Digitalization is growing rapidly to meet the needs of the community, one of which is the SI D'nOK application developed by the Semarang City Population and Civil Registration Service to facilitate access to population administration services. In its implementation, there are still obstacles. This study aims to analyze the innovation of the SI D'nOK application along with its supporting and inhibiting factors in providing population services. This study uses the innovation attribute theory, that there are five innovation attributes that can determine the acceptance of innovation, namely relative advantage, compatibility, complexity, trialability, and observability. The research method in this study is a qualitative descriptive method. The results of the study indicate that the SI D'nOK innovation has not run well and has been accepted by the community, but its failure is seen in the aspects of suitability, complexity, and possibility of being observed, although this application still has the potential to facilitate users in accessing online services, which is reflected in the phenomenon of relative advantage. Recommendations for each issue, first, user security and trust must be strengthened with education about data protection and routine system audits to ensure transparency. Second, direct support and guidance must be more easily accessible, either through a call center, chat support, or direct guidance services in the office or online to help users who experience difficulties. Third, law enforcement against brokers and agents needs to be tightened to prevent illegal practices and provide a sense of security for users
