PROSES COLLABORATIVE GOVERNANCE PENGEMBANGAN DESA WISATA TEGALWATON KECAMATAN TENGARAN KABUPATEN SEMARANG PROVINSI JAWA TENGAH
Abstract
The development of tourism villages cannot be separated from stakeholder collaboration due to resource limitations. Tegalwaton Tourism Village is one of the tourism villages with significant natural and cultural potential that still needs further development. This study aims to explain and analyze the development of Tegalwaton Tourism Village and to examine the collaborative governance process in developing Tegalwaton Tourism Village in Tengaran District, Semarang Regency, Central Java Province. The development of Tegalwaton Tourism Village can be observed through Central Java Regional Regulation No. 2 of 2019 concerning the Empowerment of Tourism Villages, which includes tourism village marketing, strengthening tourism village institutions, and partnership cooperation. Furthermore, the study applies the collaborative governance process theory, which consists of face-to-face dialogue, trust-building, and shared understanding. This research employs a qualitative descriptive approach. Data were collected through in-depth interviews, observations, and document analysis, then analyzed using the source triangulation technique to ensure research validity. The results indicate that stakeholder collaboration in the development of Tegalwaton Tourism Village has brought positive changes. However, several issues remain in the collaboration process, including stakeholder communication problems, limited transparency in tourism village management, conflicts among stakeholders, and a lack of understanding of the tourism village concept by some stakeholders.
