KETEPATAN KEBIJAKAN PEMBATASAN LALU LINTAS DENGAN SISTEM GANJIL GENAP DI PROVINSI DKI JAKARTA
Abstract
Congestion and air pollution are crucial problems faced by DKI Jakarta as a metropolitan city with a high level of mobility. One of the policies implemented to address this problem is the Odd-Even system, which aims to reduce vehicle volumes and reduce pollutant emissions. However, even though it has been in place for almost seven years, this policy still faces various challenges in its implementation. Problems actually arise as the policy progresses, namely an increase in used car sales and the use of fake vehicle plates so that this policy does not run well. The purpose of this study is to Analyze the Implementation of the Odd-Even Policy in DKI Jakarta Province and Analyze the determinants of the inaccuracy of the Odd-Even Policy in DKI Jakarta Province. The method used is qualitative descriptive research. Data collection was carried out through observational studies, interviews, and documentation. The technique used to determine the informant is purposive sampling. The results of the study show that the implementation of the Traffic Restriction Policy with the Odd-Even System in DKI Jakarta Province which is analyzed through the right process and right target aspects is not good, while from the right policy, right implementation and right environment can be said to be good. In addition, it was also found that factors that are considered to hinder this policy are resource factors and environmental, economic, and political factors. Recommendations that can be given are expanding the implementation of E-TLE, continuing to optimize public transportation, increasing the allocation of funds to increase the number of air monitoring stations and providing real-time data-based evaluations.
