PROSES PENGELOLAAN RISIKO DI DINAS PARIWISATA DAN KEBUDAYAAN KABUPATEN JEPARA (Kajian Pengelolaan Risiko di Destinasi Wisata Pantai Bandengan)
Abstract
The management of marine tourism cannot be separated from safety risks, as evidenced by WHO data indicating that there are at least 236,000 drowning fatalities annually at beaches. Bandengan Beach, as the most visited marine tourism destination in Jepara Regency, must be managed effectively to minimize these risks. The risk management process by the Dinas Pariwisata & Kebudayaan Jepara in managing Bandengan Beach is governed by Jepara Regent's Decree Number 700/409 of 2020 on Risk Management Guidelines within the Jepara Regency Government. This process includes risk identification, assessment, control, communication, and evaluation. This study employs a qualitative descriptive approach. Data analysis is conducted through data condensation, data presentation, classification, and drawing conclusions, while data quality is ensured through source triangulation. The findings reveal several challenges in risk identification, including limited budgetary authority for Bandengan Beach, insufficient human resources, a lack of community support for professional management, and competition between tourist attractions. The risk assessment identifies visitor drowning as a high-level tourism risk. Risk control involves lifeguards, business operators, and healthcare personnel. Risk communication is carried out through written communication media, such as warning signs, and verbal communication via loudspeakers. Risk evaluation is conducted by monitoring the implementation of control measures and assessing compliance. The evaluation of risk control implementation highlights issues such as lifeguards losing focus due to fatigue. Meanwhile, compliance evaluation shows that some visitors still violate risk control procedures.
