PROSES COLLABORATIVE GOVERNANCE DALAM PELAYANAN REMAJA BERMASALAH DI BALAI PERLINDUNGAN DAN REHABILITASI SOSIAL REMAJA YOGYAKARTA
Abstract
Problems of service for troubled youth at the Yogyakarta Youth Protection and Social Rehabilitation Center cannot be solved by one party alone but require collaboration with various agencies. This study aims to analyze the Collaborative Governance process and inhibiting and driving factors in the service for troubled youth at the Yogyakarta Youth Protection and Social Rehabilitation Center. This study uses the theory of Ansell and Gash on the Collaborative Governance process and its inhibiting and driving factors. The research method uses a qualitative approach with data collection techniques in the form of observation, interviews, and documentation. Regarding the collaboration process, it shows that the results of the face-to-face dialogue process do not have seriousness regarding routine meetings that are carried out together so that this process is not optimal, the process of building trust on the basis of similar agencies and the existence of communication coordination, the commitment process still has some actors who are not interdependent in providing services to troubled youth, the process of mutual understanding of actors has provided services even though some do not bring a vision and mission, and the process of temporary results of service-based collaboration in the form of children's development while receiving services and implementation is needed from the BPRSR. The inhibiting factors of the Collaborative Governance process in the service for troubled youth are limited human resources and capital resources and the absence of an MOU. The driving factors are participation incentives and collaborative leaders as drivers of activities. The suggestion from this study is that a coordination forum is needed for all actors involved, from the interim results it is necessary to further implement BPRSR through surveys, expanding cooperation with CSR on the budget and making a collaborative MOU for all actors involved.
