The Community-Based Drinking Water and Sanitation Provision Program (Pamsimas) is present as a government effort to increase access to clean water, especially in rural and suburban areas. This study uses a qualitative descriptive method to analyze the implementation of the Pamsimas Program in Purworejo Regency. This study involved interviews with various parties, namely from the DPUPR, BPSPAMS Jetis Village, and the community. The results of the study indicate that the implementation of the program refers to national guidelines and is divided into three main forms of activity: expansion, development, and optimization of the Drinking Water Supply System (SPAM). Program management is carried out through a hierarchical organizational structure from the center to the village, with KPSPAMS as the implementer at the village level. Government involvement as a regulator and budget provider has been quite optimal, but community participation is still limited, especially in planning and physical development. The role of the private sector is also not evenly distributed, generally only as a provider of goods without contributing to funding, except for several villages such as Pringgowijayan. On the other hand, various obstacles such as arrears in contributions, low public awareness, and infrastructure damage are challenges in the sustainability of the program. Therefore, strengthening collaboration between government, community, and private sector, as well as increasing community participation are the keys to realizing the principles of good governance and sustainability of the Pamsimas Program. Recommendations for further research can be expanded to include sanitation aspects other than just drinking water.
