Abstract
Jakarta has experienced increasingly poor air quality in recent years, largely due to vehicular emissions. This study aims to analyze the implementation and obstacles of air pollution control policies in Jakarta’s transportation sector in 2023. Using the theory of State Environmentalism, this research employs a qualitative method with interviews and documentation from the Jakarta Environmental Agency (DLH), Department of Transportation (DISHUB), and Health Department (DINKES). The findings show that although various emission control policies (e.g., mandatory emission tests, vehicle restrictions, EV incentives) have been issued, the effectiveness remains low due to limited institutional capacity, weak enforcement, and low public compliance. This study highlights the need for strengthened interagency coordination, consistent enforcement, and public engagement to improve air quality sustainably.
