Abstract
The fulfillment of rights for vulnerable groups, particularly people with disabilities, is a state responsibility that must be implemented concretely, including in employment. Law No. 8 of 2016 mandates a 2% work quota policy for people with disabilities in government institutions. This study analyzes the implementation of this policy at the Ministry of Transportation using purposive sampling and qualitative descriptive analysis. The findings show efforts such as special disability formations and recruitment through disability communities, yet the implementation remains far from optimal. Only 11 employees with disabilities were recruited, compared to the target of 170. Key supporting factors include leadership commitment and the Disability Inclusion Team, while obstacles include low applicant enthusiasm, insufficient budget allocation, and inadequate disability-friendly facilities and infrastructure.
