Foreign Aid Cina Kepada Laos dalam Upaya Memberantas Perdagangan Obat-Obatan Terlarang di Wilayah Golden Triangle Melalui Safe Mekong Joint Operation Periode 2022-2025

Abstract

Kejahatan lintas batas seperti perdagangan obat-obatan terlarang muncul sebagai ancaman non-tradisional di kawasan Asia Tenggara, khususnya di wilayah Golden Triangle. Wilayah Golden Triangle yang meliputi Myanmar, Laos, dan Thailand, menjadi pusat produksi opium, heroin, dan metamfetamin terbesar kedua di dunia setelah Afghanistan. Perdagangan obat-obatan terlarang di wilayah Golden Triangle memanfaatkan aliran Sungai Mekong sebagai jalur utamanya. Secara geografis, hilir Sungai Mekong yang terletak di wilayah Cina menghasilkan inisiatif untuk membangun kerja sama dengan Laos, Myanmar, Thailand, Vietnam, dan Kamboja, dalam kegiatan patroli gabungan di Sungai Mekong yang disebut dengan Safe Mekong Joint Operation. Kontribusi Cina dalam Safe Mekong Joint Operation dapat dilihat salah satunya melalui pemberian bantuan atau foreign aid kepada negara-negara yang terlibat di dalamnya. Penelitian ini berfokus untuk menganalisis motif Cina dalam memberikan foreign aid kepada Laos sebagai salah satu negara anggota dalam pelaksanaan Safe Mekong Joint Operation periode 2022-2025. Analisis motif Cina dalam memberikan foreign aid kepada Laos dalam penelitian ini dilakukan berdasarkan konsep foreign aid yang dikemukakan oleh Maria Andersson dengan mengkategorikannya dalam jenis economic motive dan strategic motive berdasarkan karakteristik foreign aid dan niat politik Cina yang membersamainya. Penelitian ini menggunakan metode penelitian eksplanatif kualitatif dengan mengambil data dari sumber sekunder, seperti buku, artikel jurnal, situs internet, dan dokumen laporan.
