ANALISIS TARIF BERDASARKAN BIAYA OPERASIONAL KENDARAAN (BOK) DAN WILLINGNESS TO PAY(WTP) PADA BUS AKAP KELAS EXECUTIVE (studi kasus : bus Rosalia Indah kelas executive jurusan Solo – Jabodetabek)

Abstract

Jasa angkutan umum bus Antar Kota Antar Propinsi (AKAP) merupakan salah satu bentuk pelayanan jasa transportasi yang mempunyai peranan penting dalam meningkatkan transportasi masyarakat diberbagai wilayah. Sehingga penentuan besaran tarif angkutan membutuhkan penanganan dan kebijakan yang baik. Banyak faktor yang mempengaruhi penentuan tarif, seperti kondisi ekonomi masyarakat, biaya pemeliharaan/ suku cadang, harga bahan bakar, sarana dan prasarana, dan sebagainya.

Penelitian ini membahas besarnya tarif bus jarak jauh berdasarkan biaya operasional kendaraan dan willingness to pay dari para konsumen. Tarif bus jarak jauh jurusan Solo – Jabodetabek untuk kelas executive saat ini sebesar Rp 195.000/ penumpang. Hasil dari perhitungan BOK adalah sebesar Rp 164.503,04/pnp. Setelah di tambahkan keuntungan sebesar 10% maka tarif BOK menjadi Rp 180.953,34/pnp, sedangkan tarif berdasarkan WTP sebesar Rp 195.125/pnp dengan WTP maksimal bila perusahaan ingin melakukan perbaikan fasilitas sebesar Rp 198.429/pnp. Dengan perbandingan ini di harapkan dapat memberikan gambaran perusahaan dalam menentukan tarif tiket per penumpang.

Inter-City Inter-Province Public transport buses (AKAP) is one form of transportation services that have an important role in improving public transport in many areas, so the determination of the amount of public transports rate need to be addressed and handled with good policy. Many factors affect the determination of rates, such as economic conditions, the cost of maintenance / spare parts, fuel prices, facilities and infrastructure, and so on. This research discusses how big the long-distance bus fares based on vehicle operating costs and willingness to pay of customers.

Solo - Jabodetabek bus fares for executive class currently Rp 195,000 / passenger. The results of BOK calculation  is Rp 164,503.04 / passanger. After added a gain of 10%, the BOK rate become Rp 179.849,91 / passanger, while the rates based on WTP is Rp 195 125 / passanger with maximum  WTP if the company want s to do improvement on facilites is Rp 198 429 / passanger. This comparison is expected to provide an overview companies in determining the ticket fare per passenger.
