IDENTIFIKASI BAHAYA, PENGENDALIAN RESIKO DAN KESELAMATAN KERJA PADA BAGIAN BENGKEL REPAIR GALANGAN KAPAL DENGAN MENGGUNAKAN METODE JOB SAFETY ANALYSIS (JSA) DI PT JANATA MARINA INDAH, SEMARANG

Abstract

Masalah keselamatan secara umum di PT Janata Marina Indah I masih perlu mendapatkan perhatian. Data cedera yang pernah terjadi baik bersifat ringan maupun cukup serius bahkan menimbulkan kematian menunjukkan bahwa kecelakaan kerja pernah terjadi pada tahun 2011-2013 di bengkel repair galangan kapal.

          Berdasarkan informasi dari pihak manajemen perusahaan diperoleh informasi bahwa penelitian terkait dengan kecelakaan kerja belum pernah dilakukan, sementara di sisi lain fakta menunjukkan adanya kejadian terkait dengan kecelakaan kerja di masa lalu. Oleh karena itu, penelitian ini menarik untuk dilakukan dalam rangka memberikan masukan kepada perusahaan untuk dapat menciptakan lingkungan kerja yang aman dan sehat sebagai upaya untuk mencegah terjadinya kecelakaan kerja di kemudian hari, sehingga pada gilirannya dapat meningkatkan produktivitas kerja karyawan.

Kecelakaan pertama pada bagian Lambung menempati angka tertinggi yaitu 24 kecelakaan kerja, kecelakaan kedua pada bagian listrik 5 kecelakaan kerja, kecelakaan ke tiga pada bagian pembersihan badan kapal, pengecatan badan kapal, pemeriksaan las-lasan 4 kecelakaan kerja, kecelakaan ke empat pada bagian pemeriksaan pipa 1 kecelakaan kerja.

Menyusun prosedur kerja yang benar merupakan salah satu keuntungan dari menerapkan Job Safety Analysis (JSA), yang meliputi mempelajari dan melaporkan setiap langkah pekerjaan, mengidentifikasi bahaya pekerjaan yang sudah ada atau potensi, melakukan penilaian resiko (Risk Assessment) pada aktivitas kerja yang sudah ada atau berpotensi resiko dan menentukan jalan terbaik untuk mengurangi dan mengeliminasi bahaya.

Dalam proses penelitian ini penulis menggunakan metode JSA (Job Safety Analysis). Dipilihnya metode Job Safety Analysis karena peneliti ingin mengidentifikasi bahaya yang berfokus pada interaksi antara pekerja, tugas/pekerjaan, alat dan lingkungan. Setelah diketahui bahaya yang tidak bisa dikendalikan, maka dilakukan usaha untuk menghilangkan atau mengurangi resiko bahaya ke tingkat level yang bisa diterima.

Based on the information obtained from the management company that the information related to the work accident research has not been done, while the other side shows the incidence of facts related to occupational accidents in the past. Therefore, it is interesting to do research in order to provide input to the company to be able to create a working environment that is safe and healthy in an effort to prevent the occurrence of occupational accidents in the future, which in turn will improve employee productivity.

Constructing the correct working procedures is one of the advantages of implementing Job Safety Analysis (JSA), which includes the study and report each step of work, conduct a risk assessment in a potentially dangerous work activities  identifying job hazards existing or potential and determine the best way to reduce and eliminate danger.

In the course of this study the authors use the method of JSA (Job Safety Analysis). Job Safety Analysis method was chosen because the researchers wanted to identify the hazards that focuses on the interaction between the worker, the task / job, the tools and the environment. Having in mind the dangers that can not be controlled, then an attempt is made to eliminate or reduce the risk of harm to a level acceptable levels.
