Fokus penelitian adalah pada tahap bidding, negotiation and contract, dan purchase order untuk spare part kategori slow moving. Metode House of Risk (HOR) digunakan untuk mengidentifikasi, menilai, dan merancang strategi mitigasi risiko. Hasil penelitian mengidentifikasi 30 kejadian risiko dan 29 penyebab risiko. Berdasarkan analisis HOR fase 1, tiga penyebab risiko prioritas adalah: barang sudah tidak diproduksi, stok bahan baku/barang langka, dan vendor tidak memahami terms & conditions/pekerjaan yang akan dikerjakan. Analisis HOR fase 2 menghasilkan tujuh strategi mitigasi, dengan dua prioritas tertinggi yaitu: meriset/mencari barang alternatif dengan kualitas yang sama, dan meriset/mencari resource yang dapat menerima pesanan pembuatan spare part (make to-order). Implementasi strategi mitigasi ini diharapkan dapat meningkatkan ketahanan dan efisiensi proses pengadaan spare part. Penelitian ini memberikan kontribusi praktis bagi manajemen risiko di industri pembangkit listrik dan memperkaya literatur manajemen risiko rantai pasok dalam konteks Indonesia. The House of Risk (HOR) method is used to identify, assess, and design risk mitigation strategies. The study identifies 30 risk events and 29 risk agents. Based on HOR phase 1 analysis, three priority risk agents are: items no longer in production, scarcity of raw materials/goods, and vendors' lack of understanding of terms & conditions/work to be performed. HOR phase 2 analysis yields seven mitigation strategies, with the two highest priorities being: researching/finding alternative goods of equal quality, and researching/finding resources that can accept make to-order spare parts. Implementation of these mitigation strategies is expected to enhance the resilience and efficiency of the spare parts procurement process. This research provides practical contributions to risk management in the power generation industry and enriches the literature on supply chain risk management in the Indonesian context.
