ANALISIS FAKTOR KETERLAMBATAN PADA FUNGSI PROCUREMENT DENGAN METODE FAILURE MODE AND EFFECT ANALYSIS (Studi Kasus di PT Pertamina Trans Kontinental)

Abstract

Industri jasa maritime akan mengalami perkembangan yang pesat di tahun 2018. Hal tersebut tentu akan memberikan keuntungan bagi PT Pertamina Trans Kontinental (PTK). Pada pelaksanaannya terdapat berbagai fungsi yang bekerja secara sinergis untuk mencapai tujuan PTK, salah satunya adalah fungsi procurement yang berperan dalam mendapatkan barang dan jasa dalam jumlah dan waktu yang tepat dengan harga dan kualitas yang dapat dipertanggung jawabkan. Dalam pelaksanaannya terdapat permasalahan yang terjadi di fungsi procurement, yaitu keterlambatan pengadaan barang ke kapal tujuan. Pada penelitian ini, penulis bertujuan untuk mengetahui faktor yang menyebabkan keterlambatan pada fungsi procurement dengan menggunakan metode Failure Mode and Effect Analysis. Metode ini menilai moda kegagalan dengan tiga indikator, yaitu severity, occurance, dan detection. Hasil penilaian selanjutnya akan diolah untuk mendapatkan nilai Risk Priority Number. Berdasarkan hasil RPN akan ditentukan prioritas kegagalan dari moda kegagalan. Hasil penelitian menunjukkan bahwa moda kegagalan dengan prioritas tertinggi adalah posisi kapal yang dinamis, regulasi barang impor, barang inden, kesalahan pembuatan PR, dan barang tidak sesuai spesifikasi

[Delay Factor Analysis on Procurement Function with Failure Mode and Effect Analysis] The maritime services industry will experience rapid growth in 2018. It will certainly provide benefits for PT Pertamina Trans Kontinental (PTK). In the implementation there are various functions that work synergistically to achieve the objectives of PTK, one of which is a procurement function that plays a role in obtaining goods and services in the right amount and time with the price and quality that can be accountable. In the implementation there are problems that occur in the procurement function, namely the delay of procurement of goods to the ship destination. In this study, the author aims to determine the factors that cause delays in the procurement function using the Failure Mode and Effect Analysis method. This method assesses the failure mode with three indicators, namely severity, occurance, and detection. The results of the next assessment will be processed to get the value of Risk Priority Number. Based on RPN results will be determined priority failure from failure mode. The results showed that the failure mode with the highest priority was the dynamic ship position, the regulation of imported goods, the indent goods, the mistake of making the PR, and the goods not according to specification.
