Abstract

PT. Pelindo III merupakan BUMN yang bergerak di bidang jasa pengangkutan barang (curah kering/curah cair). Hingga tahun 2017 tercatat adanya inefesiensi di aliran proses unloading kayu log pada PT. Pelindo III yang menyebabkan tidak tercapainya target produktivitas yang ditetapkan oleh DJPL (35 m3/jam) dan hanya sebesar 54,83% yang tercapai dari total 31 kegiatan bongkar. Tujuan penelitian ini adalah untuk mengetahui jenis pemborosan apa yang ada pada aliran proses pembongkaran (unloading) log dan mendapatkan rekomendasi perbaikan sehingga mempersingkat waktu sandar kapal dan menghindari kongesti pelabuhan. Dengan menggunakan konsep Lean Service dan Value Stream Mapping diketahui jenis pemborosan yang paling berpengaruh selama aliran proses adalah waiting time (23,38 %). Melalui analisis fishbone dan 5whys diketahui penyebab waste terbesar diantaranya adalah lamanya truk menunggu muatan, banyaknya crane tidak sehat, serta tidak adanya penjadwalan dan alokasi muatan. Sementara rekomendasi yang diberikan adalah penjadwalan dan pengalokasian, penyediaan crane dengan kondisi kecepatan muat yang sesuai, menambah jumlah truck, pelatihan pada operator  dan supir, pengaturan truk yang lalu lalang di dermaga dan penempatan parkir lebih teratur dan rapih. Dengan usulan perbaikan yang tersebut waktu siklus yang semula sebesar 902,38 menit turun menjadi 376,391 menit dan untuk Process Cycle Efficiency (PCE) yang semula 20,93% naik menjadi 50,30%.

[Waste Analysis In Flow Of Log Unloading Process Using Lean Service Approach In The Tanjung Emas Port Terminal PT. Pelindo III (Persero)] PT. Pelindo III is a BUMN that is engaged in the field of freight services (dry bulk / liquid bulk). Until 2017 there was an inefficiency in the flow of the log log unloading process at PT. Pelindo III, which resulted in not achieving the productivity targets set by DJPL (35 m3 / hour), and only 54.83% was achieved from a total of 31 unloading activities. The purpose of this research is to find out what type of waste is in the flow of the unloading log process and get recommendations for improvement to shorten the time to dock and avoid port congestion. By using the concept of Lean Service and Value Stream Mapping, the most influential types of waste during process flow are waiting time (23.38%). Through fishbone analysis and 5whys, it is known that the biggest waste causes are the length of trucks waiting for cargo, the number of unhealthy cranes, and the absence of scheduling and load allocation. While the recommendations given are scheduling and allocation, providing cranes with suitable loading speed conditions, increasing the number of trucks, training operators and drivers, arranging passing trucks at the dock and placing parking more regularly and neatly. With the proposed improvement, the original cycle time was 902.38 minutes down to 376.391 minutes and for Process Cycle Efficiency (PCE), which was initially 20.93%, up to 50.30%.
