ANALISIS PEMILIHAN STRATEGI UNTUK MEMINIMUMKAN PENGGUNAAN TAS BELANJA PLASTIK DENGAN PENDEKATAN SOFT SYSTEM METHODOLOGY, Studi Kasus: KECAMATAN SEMARANG BARAT

Abstract

Indonesia tercatat sebagai Negara peringkat kedua yang membuang sampah plastik terbanyak di laut. Hal ini sangat berbahaya, karena sampah plastik dapat mencemari ekosistem laut. Sampah plastik juga berbahaya di darat karena menimbulkan berbagai macam pencemaran lingkungan. Pembatasan penggunaan plastik pun perlu dilakukan, salah satunya dengan meminimumkan penggunaan tas belanja plastik. Oleh karena itu, studi kasus ini dilakukan untuk memilih strategi meminimumkan penggunaan tas belanja plastik di Kecamatan Semarang Barat sebagai Kecamatan penghasil sampah terbesar di Kota Semarang (461,61m3/hari). Sedangkan Kota Semarang merupakan Kota penghasil sampah per hari terbesar di Provinsi Jawa Tengah (4836m3/hari). Persentase sampah plastik Kecamatan Semarang Barat sebesar 13,39%, artinya dalam setahun Kecamatan Semarang Barat menghasilkan sampah plastik sebesar 240.302,4m3. Kota Semarang hingga saat ini belum memiliki aturan yang jelas terkait masalah sampah plastik, meskipun telah dikeluarkan himbauan penerapan kebijakan tas belanja plastik berbayar, namun hanya pada retail modern dan belum jelas pengelolaan dananya. Oleh karena itu, soft system methodology (SSM) digunakan untuk memilih strategi yang tepat untuk mengatasi masalah tersebut, serta mengukur tingkat keberhasilan strategi tas belanja plastik berbayar dari Pemerintah. Melalui SSM diperoleh hasil bahwa pengguna tas belanja plastik memberi kebebasan kepada pihak retail dalam melakukan strategi untuk meminimumkan jumlah penggunaan tas belanja plastik. Selain itu, strategi Pemerintah ternyata belum berhasil meminimumkan penggunaan tas belanja plastik, hanya 16% dari 50 responden pengguna plastik yang akan berhenti menggunakan tas belanja plastik jika tidak lagi disediakan secara gratis. Terdapat dua pilihan strategi bagi Pemerintah untuk mengatasi masalah ini, yaitu menaikkan harga tas belanja plastik atau melarang penggunaan tas belanja plastik.

 

 

 

 

 

Abstract

Analysis to Decide a Strategy to Minimize the Usage of Plastic Bag With Soft System Methodology Approach (Case Study: Sub-District of West Semarang). Indonesia ranks second highest country that throwing plastic waste to the ocean. This is very dangerous, because plastic waste could contaminate the marine ecosystem. Plastic waste is also dangerous on the surface, because it will contaminate environment as well. This is the reason why the usage of plastic should be restricted,and one of the ways to do that is by minimizing the amount of plastic shopping bag usage. Therefore, this case study was conducted to decide a strategy that minimizing the usage of plastic shopping bag in Sub-District of West Semarang, as the Sub Distrcict that produce highest waste per day in Semarang City (461,61m3/day).  While Semarang City is a city that produce highest waste per day in Central Java Province (4863m3/day).   The amount of plastic waste in Sub-District of West Semarang is about 13,39% of all waste, which means Sub-District of West Semarang produce 240,302m3 waste in a year. Semarang City did not have a clear policy about plastic waste problem, although there was a strategy from government to  apply a charge for plastic shopping bag, but  that apply for modern retail only and without a clear information on how the funds was used for. Therefore, Soft System Methodology was chosen to decide which strategy that could solve the problem as well as measuring the success of an urges given by the government. Through  SSM, it turns out that the best strategy was to believe that retail could made a strategy that minimized the usage of plastic shopping bag. In addition, a strategy by the government yet give a success to solve the problem. Only 16% of 50 respondent of plastic shopping bag users that will stop using it if it was not provided for free again. There are two options for Government to solve this problem, that is to raise the price of plastic shopping bag, or ban the use of plastic shopping bag.
