ANALISA BEBAN KERJA PEGAWAI DAN USULAN PERBAIKAN SISTEM ANTRIAN PADA INSTALASI FARMASI DEPO ASKES RSUD DR SOESELO SLAWI

Abstract

RSUD Dr Soeselo Slawi adalah satu-satunya rumah sakit pemerintah yang terdapat di Kabupaten Tegal, sehingga pada kondisi-kondisi tertentu, seringkali terjadi keluhan pelanggan berupa lamanya waktu tunggu. Untuk menanggulangi permasalahan ini, dilakukan penelitian terhadap penyebab lambatnya pelayanan obat. Dari hasil penelitian, didapatkan bahwa faktor-faktor yang mempengaruhi adalah kekurangan tenaga kerja, variasi kerja antar personel, adanya waktu tidak produktif, keterlambatan dokter, tingkat pendidikan pasien rendah, kurangnya mesin peracik obat serbuk, terjadinya kehabisan stok obat saat pelayanan, kurangnya penyuluhan mengenai SOP pelayanan obat dan metode penyampaian peraturan antrian kepada pasien yang kurang komunikatif serta model antrian yang kurang efektif. Dari beberapa penyebab ini diambil dua penyebab yang dianggap paling signifikan yaitu kurangnya tenaga kerja dan tidak efektifnya model antrian. Untuk meneliti lebih lanjut diadakan perhitungan beban kinerja pegawai serta dilakukan simulasi terhadap model antrian untuk mengevaluasi fenomena antrian, sehingga akan dihasilkan solusi optimal dan proses pelayanan obat dapat dirancang agar lebih efektif dan efisien. Perhitungan beban kinerja pegawai menggunakan metode Workload Indicator Staffing Needs (WISN), simulasi antrian dilakukan dengan pemodelan menggunakan software extend r4.

ANALYSIS OF EMPLOYEES WORK LOAD AND PROPOSED IMPROVEMENT SERVICE SYSTEM INSTALLATION OF PHARMACEUTICAL DRUGS ON HEALTH INSURANCE DISPENSARY IN PUBLIC HOSPITAL DR SOESELO SLAWI. Hospital Dr Soeselo Slawi is the only governmental public hospital located in Tegal, because of that, in certain conditions, often occurs some customer complaints of long waiting time.  To overcome this problem, researcher do an examination of the causes of slow drug services. From the research, it was found that the factors that influence is a shortage of labor, variation of work among personnel, the unproductive time, delay the doctor, the level of patient education is low, a lack of drug powder engine maker, the stock out of medicine in busy time, lack of education about SOP (Standard Operational Procedure) drug services and delivery methods queue rules to patients who are less communicative. Of the few things that are known, held employee performance load calculation and simulation of the queuing model to evaluate the phenomenon of the queue, that will produce the optimal solution and service process drugs can be designed to be more effective and efficient. Calculation of employee performance load are using Workload Indicators Staffing Needs (WISN), simulation of queuing is done by modeling using r4 extend software.
