This process is often dominated by people looking for complete infrastructure and opportunities to improve prosperity in the city. Urbanization can have a positive impact by encouraging urban economic development and growth, but it can also have a negative impact if it is not controlled, such as increasing building density and deviations from land use planning. Sidoarjo Regency, an area bordering the city of Surabaya, is experiencing urbanization due to the development of GERBANGKERTOSUSILA and the development of toll roads in Sidoarjo, which has triggered changes in structure and spatial patterns, especially in outlying sub-districts such as Krian, Sukodono, Tanggulangin, Krembung, and Candi. This research focuses on spatial transformations identified using remote sensing technology with the Normalized Difference Built-Up Index (NDBI) method which shows the level of building density and then evaluating the suitability of land use with the obtained spatial planning policies.
