Abstract
This study analyzes the implementation of the boxing athlete achievement development policy under the Semarang Emas Program (PSE) in Semarang City and identifies its driving and inhibiting factors. Through the Semarang City National Sports Committee (KONI), the city government issued Mayor Regulation Number 58 of 2021, Chapter IV Article 6, as the legal basis for developing athletes' achievements. The study uses a descriptive qualitative method based on George C. Edward III's policy implementation model, covering communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews, observation, and documentation involving KONI and Pertina management, coaches, and PSE boxing athletes, and were validated using source triangulation. The results show that implementation has been running but is not yet fully optimal. This is reflected in the boxing team's overall championship at the 2023 Central Java Porprov, although sport-science-based training methods, facilities and infrastructure, nutrition support, and the realization of rewards for athletes and coaches have not been fully implemented. Driving factors include a clear policy foundation, the commitment of the government and KONI, achievement records, the availability of potential athletes, and public support. Inhibiting factors include limited budget, rewards not realized on time, monotonous training programs, declining athlete discipline, and the absence of a detailed written standard operating procedure. Clear reward mechanisms, sport-science-based training, and written procedures are required to sustain the achievement.
