IMPLEMENTASI KEBIJAKAN AKSESIBILITAS PELAYANAN TRANSPORTASI PUBLIK COMMUTER LINE BAGI PENYANDANG DISABILITAS DI STASIUN PASAR SENEN JAKARTA PUSAT

Abstract

Public transportation accessibility constitutes an essential aspect of fulfilling the rights of persons with disabilities. However, its implementation at Pasar Senen Station still reflects a gap between normative standards and operational conditions. This article aims to analyze the implementation of accessibility policies for Commuter Line services and identify the supporting and inhibiting factors. This study employed a descriptive qualitative approach through in-depth interviews, observation, documentation, and literature review, with informants selected using purposive sampling. Data were analyzed through data reduction, data display, and conclusion drawing, while validity was ensured through source and method triangulation. The findings indicate that implementation remains suboptimal, particularly regarding vertical access to platforms, continuity of guiding blocks, multisensory information access, and user independence. Although station personnel provide relatively responsive assistance, limited resources, restricted authority for physical improvements, cultural heritage building status, and low passenger awareness continue to hinder implementation.
