Implementasi E-Katalog dalam Pengadaan Barang/Jasa di Staf Logistik Kepolisian Negara Republik Indonesia (Slog Polri)

Abstract

The implementation of E-Catalog in the procurement of goods/services at the National Police Slog is an effort to modernize government procurement to increase transparency, efficiency, and accountability in accordance with Presidential Regulation Number 12 of 2021 and National Police Regulation of the Republic of Indonesia Number 15 of 2024. This study aims to analyze the implementation of E-Catalog and identify the driving and inhibiting factors for the implementation of E-Catalog in the National Police Slog. The researcher uses a qualitative descriptive approach with a policy implementation model according to Van Meter & Van Horn, namely policy standards and objectives, resources, communication between organizations, characteristics of implementing agencies, and social, political, and economic factors that affect the success of policy implementation. The results show that the E-Catalog is only effective as an instrument of administrative transparency rather than as a comprehensive prevention tool for irregularities. E-Catalog is not optimal in meeting the needs of complex and high-scale Police Slogs. As a result, the National Police Slog still needs system differentiation. This is due to the more dominant inhibiting factors. Based on these results, the researcher recommends improvements in the management and supervision of the implementation of the E-Catalog, as well as increasing the capacity of human resources in the National Police Slog through intensive training related to the use of this digital system. This study also suggests that the improvement of the E-Catalog system should be carried out by paying attention to the availability of more complete products and the fulfillment of better technical standards in order to really support the operational needs of the National Police optimally.
