The state has issued a policy for companies through Government Regulation No. 63 of 2020. This study aims to analyze the determining factors in stakeholder mapping and the dynamics of roles and policy cycles. Through the identification of roles and analysis of processes using the Stakeholder Issue Interrelationship Diagrams, Problem-Frame Stakeholder Map, and Power Versus Interest Grid instruments, this study classifies stakeholders into primary, key, and secondary categories, with PNM holding a dominant central role as both policy maker and implementer. The research findings show that although the policy formulation stage has involved secondary stakeholders such as government agencies, the policy cycle has stagnated at the adoption and implementation stages, which are significantly influenced by program factors and the effectiveness of institutional communication, in addition to variables such as licensing, human resources, and regional demographics that require the optimization of synergy between stakeholders for the sustainability of empowerment.}, pages = {510--532} doi = {10.14710/jppmr.v15i1.54995}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/54995} }
