The increasing occurrence of tidal flooding is influenced by land subsidence, sea-level rise, and the limited capacity of existing flood control infrastructure, highlighting the need for stronger collaboration among stakeholders. However, mitigation efforts have not been optimal because of weak institutional coordination, limited resources, unequal access to technology, inconsistent public service delivery, and low community awareness of disaster mitigation. This study aims to analyze the Collaborative Governance process in mitigating tidal flooding in Tanjung Mas Village and to identify factors that support and hinder its effectiveness. A descriptive qualitative approach was used through in depth interviews, observations, and documentation involving BPBD Semarang, related government agencies, village authorities, and community representatives. Data analysis was conducted using the Collaborative Governance framework of Ansell and Gash. The findings indicate that collaboration has been initiated through coordination forums, face-to-face dialogue, information exchange, and basic role distribution among institutions. Nevertheless, the effectiveness of collaboration remains limited due to fragmented coordination structures, inadequate facilities, limited technological support, and low levels of disaster literacy among residents. Supporting factors include strong government commitment, regulatory support, and the presence of active community groups. Therefore, strengthening multisector collaboration, improving institutional capacity, and enhancing community-based disaster education are essential for more effective and sustainable tidal flood mitigation in Tanjung Mas Village.}, pages = {494--509} doi = {10.14710/jppmr.v15i1.54994}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/54994} }
