PERAN DINAS KEBUDAYAAN DAN PARIWISATA DALAM PENGEMBANGAN PARIWISATA TELAGA NGEBEL KABUPATEN PONOROGO

Abstract

Ngebel Lake Tourism is a leading tourism destination in Ponorogo Regency that has a high attraction for tourists. The number of visits shows a significant increase every year and is recorded as higher than other tourist attractions, while tourism is the largest contributor to Regional Original Income (PAD) from the tourism sector. Therefore, the Department of Culture, Tourism, Youth, and Sports of Ponorogo Regency (DISBUDPARPORA) has a very crucial role as an important actor in the development of Ngebel Lake tourism. The purpose of this study is to describe and analyze the role of DISBUDPARPORA in developing the leading tourism destination of Ngebel Lake and describe and analyze what aspects are supporting and inhibiting in the development of Ngebel Lake tourism. This study uses a qualitative method with descriptive analysis and accompanied by relevant supporting evidence. Data collection techniques were carried out through interviews, observations, and documentation studies. The study was conducted at DISBUDPARPORA Ponorogo Regency. The results of this study indicate that DISBUDPARPORA Ponorogo Regency has developed Ngebel Lake tourism through various aspects including, technical policy formulation, policy implementation, community empowerment, destination governance and the tourism industry. Supporting factors in the role of DISBUDPARPORA are the involvement of MSMEs in various festival activities, MSME actors are involved in tourism activities and are given training to become tour guides, cooperation between stakeholders across OPDs. Inhibiting factors in the role of DISBUDPARPORA include community participation that is not yet fully optimal, budget limitations, the absence of a special place to accommodate local MSME products around tourist areas, the absence of a Tourism Information Center (TIC).
