The Child-Friendly Regency policy is classified into six aspects/clusters, consisting of institutional strengthening and five thematic clusters. This study aims to evaluate the policy and identify inhibiting factors, specifically in Cluster IV, which includes education, the utilization of leisure time, and cultural activities. The research employs a descriptive qualitative method by applying William N. Dunn’s policy evaluation theory, which comprises six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The study also considers internal and external factors as policy implementation barriers. The results indicate that the Child-Friendly Regency policy in Cluster IV within Kendal Regency still faces several issues. Among the six evaluation indicators, only two efficiency and appropriateness are sufficiently fulfilled.
