Abstract
Kendal Regency has adopted a child-oriented policy framework focused on the fulfillment of children's rights and protection, as stipulated in Kendal Regency Regional Regulation Number 7 of 2023 concerning the Implementation of a Child-Friendly Regency. The Child-Friendly Regency policy is classified into six aspects/clusters, consisting of institutional strengthening and five thematic clusters. This study aims to evaluate the policy and identify inhibiting factors, specifically in Cluster IV, which includes education, the utilization of leisure time, and cultural activities. The research employs a descriptive qualitative method by applying William N. Dunn’s policy evaluation theory, which comprises six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The study also considers internal and external factors as policy implementation barriers. The results indicate that the Child-Friendly Regency policy in Cluster IV within Kendal Regency still faces several issues. Among the six evaluation indicators, only two efficiency and appropriateness are sufficiently fulfilled. Internal inhibiting factors stem from the Kendal Regency Government itself, while external factors originate from outside the local government.
