The Semarang City Government addressed this issue through Regional Regulation Number 3 of 2018, which aims to promote public order while improving the welfare of PKL. This study aims to analyze the implementation of the policy using a descriptive qualitative approach and Merilee S. Grindle’s policy implementation model, which focuses on two main aspects the content of policy and the context of implementation. Data were collected through in- depth interviews, field observations, and documentation from various stakeholders, including the Department of Trade, Civil Service Police Unit (Satpol PP), the Department of Cooperatives and SMEs, and the PKL themselves as key policy subjects. The findings reveal that the policy’s content has addressed critical elements such as trade zone classifications, legal business registration, and empowerment programs including training and financial access. However, the implementation remains suboptimal due to resistance from vendors toward relocation, limited supporting infrastructure, and insufficient cross-sectoral coordination. Additionally, policy communication is still top-down and lacks participatory mechanisms. Despite these challenges, there are positive indications, including cooperative responses from some vendors and the local government's strong commitment to fostering a more inclusive informal sector. This study recommends enhancing two- way communication, routine participatory evaluation, and strengthening the capacity of implementing actors as strategic steps to improve policy outcomes.}, doi = {10.14710/jppmr.v14i4.53956}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/53956} }
