Abstract
The increasing violations of Intellectual Property Rights (IPR) in the music sector, particularly copyright infringements of songs in the digital era, highlight the urgent need for an in-depth study on the implementation of advocacy carried out by the Ministry of Law and Human Rights (Kemenkumham) of Central Java, since the low awareness of songwriters in registering their works leads to vulnerability to exploitation and the loss of economic rights, thus this study aims to analyze the implementation of copyright advocacy as well as to identify its supporting and inhibiting factors by employing a descriptive qualitative method through in-depth interviews with three main informants consisting of officials from the Central Java Kemenkumham and music practitioners along with documentation studies analyzed interactively through data reduction, data presentation, and conclusion drawing, and the results indicate that copyright advocacy is carried out through collective education strategies in the form of socialization, community counseling, and discussion forums to improve legal literacy, as well as through network strengthening strategies by involving cross-sector actors and establishing collaborations with art communities and related institutions, with supporting factors including institutional support, the existence of clear regulations, and the utilization of digital media, while the main inhibiting factors include limited human resources, the low legal awareness of songwriters, and the lack of intensive IPR promotion in digital spaces, so it can be concluded that copyright advocacy in the Central Java Kemenkumham has been implemented but remains suboptimal, requiring increased human resource capacity, more intensive use of digital technology, and closer educational strategies with music communities to ensure broader and sustainable protection of copyright.
