PERAN STAKEHOLDERS DALAM KOLABORASI PADA PELAKSANAAN PROGRAM PUSAT LAYANAN AUTIS (PLA) OLEH DINAS SOSIAL KOTA SEMARANG

Abstract

Autism Care Center is one of Semarang’s Social Service’s program that’s intended to provide care and service to the citizens who’s diagnosed with autism in Semarang. This research that’s titled “Stakeholder’s Role in Collaboration on the Implementation of Autism Care Center by Semarang’s Social Service” is intended to indentify and analyze the roles of the stakeholders that’s involved in this collaboration on the program’s implementation. The research was done with qualitative descriptive methods, and the data was gathered from interviews with the people who were involved, and direct observation on the site. The identification was done from several aspects, such as what are their behaviors regarding their roles that encompassed several indicators such as expectation, norms, manifestation of behaviors, and evaluation. Also, other indicators were used regarding their classifications as a stakeholder on the implementation of the program. From the research that was done, from the behavioral aspect, the stakeholders have been acting properly in accordance to the roles that have been expected upon them from their roles, especially on the norms and behavior manifestation aspect, where they have fulfilled their responsibility on the collaboration. From the role classification aspect, the stakeholders have also fulfilled their roles, especially on the accelerator role, seen from the activeness of the program’s organizers when they’re carrying out several other programs that complemented the main program. However, there’s also one prominent problem that is the coordination process, where the possibility of miscommunication between the stakeholders became an issue.
