Abstract

Investment plays a crucial role in enhancing regional competitiveness and supporting sustainable economic growth. Based on the Time Series Data on Investment Development in Central Java (2016-2023), Purworejo Regency has a lower investment competitiveness than other regions in the province. The Investment and One-Stop Integrated Services Office (DPMPTSP) of Purworejo Regency plays a key role in fostering a conducive investment climate. This study aims to analyze DPMPTSP's strategies in developing regional investment by considering internal and external environmental factors. Using a qualitative descriptive approach, data was collected through interviews, observations, and documentation. The analysis was conducted using John M. ke’s strategic planning approach with SWOT analysis and a litmus test. The results indicate that while DPMPTSP's investment climate development efforts are issn progress, improvements are still needed. The analysis identified 11 key issues, with 5 strategic issues prioritized: ensuring investment land is “clean and clear” through effective coordination; increasing human resource capacity through training and new recruitment; conducting public awareness campaigns on the benefits of investment; optimizing DPMPTSP’s role through strong coordination and the effective use of its vision and mission; and enhancing technology utilization to improve the Purworejo Investment Center (PIC) initiative. These strategies are expected to strengthen Purworejo Regency’s investment competitiveness.
