Abstract

The organizational performance of the Regional Secretariat of Semarang Regency is a key factor in the effectiveness of local government administration. This study aims to analyze the performance of the Regional Secretariat of Semarang Regency based on Agus Dwiyanto's organizational performance theory, which includes productivity, service quality, responsiveness, responsibility, and accountability. Additionally, this research identifies the factors influencing organizational performance, including team factors, leadership, individual factors, system factors, and contextual factors. The research method used is descriptive qualitative, with data collected through interviews, observations, and documentation.The findings indicate that the performance of the Regional Secretariat of Semarang Regency still faces several challenges, such as weak coordination among employees, which hampers the smoothness and synchronization of tasks, the absence of risk management, limited human resource competencies, and the lack of a strong organizational culture. Furthermore, the regulation governing performance measurement, namely Regent Regulation No. 40 of 2023 on the Main Performance Indicators of the Semarang Regency Government, has not yet been fully implemented optimally. Therefore, improvement efforts are needed, such as enhancing internal coordination, developing a risk management system, improving employee competencies through training, and fostering an organizational culture that supports effective performance.
