IMPLEMENTASI KEBIJAKAN SISTEM INFORMASI KEARSIPAN DINAMIS TERINTEGRASI (SRIKANDI) PADA DINAS KOMUNIKASI DAN INFORMATIKA PROVINSI JAWA TENGAH

Abstract

The rapid development of technology requires the government to adapt and innovate to support the realization of SPBE in accordance with Ministerial Decree Number 679 of 2020 and ANRI Regulation Number 4 of 2021. SRIKANDI is implemented to integrate archiving and mailing in one application but until now, the SRIKANDI system has not fully met the needs of users in the regional scope due to technical constraints so that correspondence and archiving are hampered. This study aims to analyze the Implementation of the SRIKANDI Policy at the Communication and Informatics Office of Central Java Province and the inhibiting factors of policy implementation with Edward III theory. The research method used is descriptive qualitative with data collection through interviews and literature study. The results showed that the implementation of SRIKANDI was not in accordance with the technological and organizational dimensions. All indicators of system quality in the technology dimension are not appropriate, including the availability of SRIKANDI when needed, the response time of SRIKANDI when accessed, and the security of SRIKANDI for sending and storing data. The indicator of adequate support in the organizational dimension is not appropriate because the mechanism has not been clearly regulated. Factors inhibiting policy implementation include the bureaucratic structure due to the unavailability of SOPs and technical guidelines to detail the mechanism and authority to use SRIKANDI
