Abstract

Inadequate public facilities, no land price regulations, inappropriate relocation of street vendors, and inadequate spatial planning for people with disabilities are the problems of the government's role in developing tourist attractions in Semarang's Old City. The role of the government, namely the Semarang Old City Site Management Agency in developing tourist attractions is very important. This study aims to analyze the role and factors that support and hinder the Semarang Old City Site Management Agency in carrying out its role in developing tourist attractions in Semarang's Old City. The research method used is qualitative descriptive with data collection techniques through observation, interviews, documentation, and literature studies. The role theory used is Blakely's theory which includes the role as a coordinator, facilitator, stimulator, and motivator. The results of the study are that the role as a coordinator runs well through the implementation of management and involvement in making regulations. As a facilitator it is not good because there is no program for the community; as a stimulator it is not good because there is no cooperation with the community or business world and there is no realization of a 50% PBB discount; and as a motivator it is not good because there is no website for tourism promotion and the selection of people for socialization is not right. There are supporting factors, namely policies with implementation according to regulations and trust with public trust in the government. Inhibiting factors are communication due to lack of communication to the community and values, namely no transparency and no responsibility for the 50% PBB discount policy. The suggestion is to create a website, create and manage forums, and cooperate with the community.
