Abstract

Public service is one of the most important things in organizing a bureaucracy which consists of various fields, one of which is the health sector. Semarang City has 37 main health centers spread across 177 villages, one of which is the Ngesrep Health Center. The Ngesrep Health Center in providing services still found complaints submitted by visitors such as in terms of the performance of existing employees and the quality of facilities and infrastructure provided by related health centers. Therefore, health services at the Ngesrep Health Center need further analysis so that the services provided can run effectively. This study aims to analyze the effectiveness of health services at Puskesmas Ngesrep Semarang City and its supporting and inhibiting factors. This research uses descriptive qualitative research methods, with data collection through observation, interviews, and documentation. This research uses Duncan's theory with indicators of goal achievement, integration, and adaptation. For influencing factors, this research uses the theory of Dicson and Wetherbe with indicators of apparatus quality, competence, discipline, facilities and infrastructure, and supervision. The results showed that the integration indicator has been running optimally, but for the goal achievement indicator and adaptation has not been running optimally. Factors that support the effectiveness of health services at the Ngesrep Health Center are the quality of the apparatus, employee competence, employee discipline, and supervision. While the inhibiting factors are the facilities and infrastructure available at the health center. Recommendations that can be given are to conduct more socialization related to the PUSTAKA (Puskesmas Without Queue Semarang City) program, periodic supervision and human resource development, renovation of buildings that are in poor condition, and land development to support visitor comfort.
