EVALUASI KEBIJAKAN PENGELOLAAN SAMPAH DI KOTA SEMARANG

Abstract

Semarang city has the highest waste generation in Central Java. Every year the amount of waste generated in Semarang City increases. The problem is that the number of TPS is decreasing, waste sorting facilities are inadequate, 3R principles are not optimized, the volume of waste transported from TPS to TPA is not optimal and the capacity capacity of Jatibarang TPA is limited. The research objective is to evaluate the implementation of waste management policies in the City of Semarang in terms of policy evaluation criteria according to William N Dunn and analyze the supporting and inhibiting factors for implementing waste management policies in the City of Semarang. The research method uses descriptive qualitative. The research results show that effectiveness has not been achieved because waste reduction reached 27.67% while the target was 28%. Efficiency has not been achieved because TPST maintenance uses a budget from operational results resulting in fewer active TPSTs, technology has not been applied to TPSs and technology at TPAs has failed. Sufficiency has not been achieved because the ideal number of TPS is 396 but 254 are available, the facilities at the TPS are not equipped with equipment and the TPA lacks heavy equipment. Equal distribution has not been achieved because the distribution of TPS and waste management information is not evenly distributed. Responsiveness has been achieved because the pile of rubbish received transportation from UPTD and the pasgat team, the unpleasant odor at the TPS received eco enzyme spraying. Accuracy has not been achieved because the policy targets have not been realized. The supporting factors include good quantity and quality of human resources and openness by making it easy to access information. The inhibiting factor is limited financial resources. Recommendations: DLH Semarang City carry out routine checks of infrastructure, increase outreach to the community, provide assistance to KSM and convert waste into building materials.
