ANALISIS PUBLIC PRIVATE PARTNERSHIP PENGELOLAAN SAMPAH MENJADI ENERGI LISTRIK (PSEL) KOTA SEMARANG
Abstract
Semarang City experiences an annual increase in waste volume, with waste processing still relying on open dumping, which is ineffective in reducing landfill waste. Waste to Energy management in Semarang through the Public Private Partnership scheme offers an innovative solution to address waste issues and the demand for renewable energy. This study aims to analyze the implementation of Public Private Partnership in the development of the Waste to Energy project in Semarang using Matos & Gonçalves’ (2020) framework, which includes regulatory and legislative aspects, organizational factors, stakeholder participation and engagement, transparency and accountability, budget achievement, and monitoring systems. Additionally, this study applies Xiong et al.'s (2019) supporting factors theory, emphasizing trust and communication in PPP implementation. A qualitative descriptive method was employed, with data collected through interviews, documentation, and observation. The findings indicate that clear regulations and legislative support are crucial for project sustainability. Strong organizational factors and active stakeholder involvement enhance the effectiveness of Public Private Partnership implementation. However, challenges such as lack of transparency, budget constraints, and insufficient expertise remain obstacles. Effective communication are proven to be key supporting factors in improving coordination and project continuity. This study concludes that the success of Public Private Partnership in Waste to Energy management in Semarang depends on a balance between supportive regulations, active stakeholder participation, and strong transparency and accountability mechanisms.
