ANALISIS PROSES ADVOKASI KEBIJAKAN TRANSPORTASI DI DKI JAKARTA OLEH ORGANISASI NON - PROFIT (STUDI PERBANDINGAN ITDP INDONESIA DAN FDTJ)

Abstract

Traffic jam conditions in DKI Jakarta have not been resolved due to policy problems in the transportation sector, which are still imperfect. The solution emphasises/emphasizes the public policy process collaboratively with external factors such as Non-governmental organizations (NGOs). There are two NGOs involved in several transportation policies in DKI Jakarta is ITDP Indonesia and FDTJ. They are nearly active in conducting policy advocacy to influence the DKI Jakarta Provincial Government policies issue. This research will explore and compare the process of the two NGOs in working policy advocacy in the transportation sector. This study uses a post-positivist approach with qualitative data collection methods by interviewing both parties from NGOs, government and public transport experts. The study results show that both NGOs have the same goal in conducting policy advocacy. The difference is in the resources and the activities carried out to achieve these goals. The two NGOs, in general, aim to promote sustainable public transport infrastructure in achieving a livable city. In conducting advocacy, ITDP Indonesia chose a direct approach to the Policymaker. At the same time, FDTJ focused on community mobilization before attracting the attention of the DKI Jakarta Provincial Government. ITDP Indonesia has an advantage over FDTJ because it is more structured and has sufficient internal resources.
