ABSTRACT
THE EVALUATION OF HEALTH INSURANCE POLICY IN THE
SEMARANG REGENCY
Health is the important factor, however the conditions of poor society has
caused the number of their health becomes low. The importance of health was
became the reason to central and local government to better concern about those
issues, especially for the poor society, so the Central Government has released a
Public Health Insurance policy. Not all of the poor society included in to
JAMKESMAS recipient list, so need some way to help the poor in health services.
Through the Semarang District Government has released Regional Health Insurance
policy (JAMKESDA) which set out in the Regent Regulations of Semarang No. 7,
Year 2015. That rules is a policy in order to giving help of health services to the poor
communities. Therefore, to determine the effectiveness of this policy, the research
problem in this study is "What the Impact of Implementation of the Health Regional
Insurance In Semarang District? ". This study aimed to describe the implementation
of the policy JAMKESDA in Semarang district as well as to determine the fulfillment
public health with the JAMKESDA . This research is using the descriptive type. The
primary data source in this study are through interviews conducted with informants
using purposive technique sampling, and the secondary data generated in this study
are from documents, archives and internet. Data analysis technique using data
reduction, presentation and attract the conclusion. From the result of this research, it
is known that the JAMKESDA policy assist the poor society into obtaining financing
assistance in health services. The policy raises people's satisfaction about services
rendered and the same economic background of the informant, who mostly from the
poor society that give to the equation of the JAMKESDA programme. The suggestion
which can given about JAMKESDA program such as the budget funds are still less
should be added. So the JAMKESDA programs could run well and need to increase
the quality of health services both in terms of facilities, medical services as well as
administrative services so that the public be more satisfied with the health services
that already provided.
