The study is motivated by the condition of the BRT fleet, some of which still use aging diesel engines, amid the government's commitment to low-emission transportation through Regional Regulation Number 11 of 2024, fleet renewal, emission testing and monitoring, green corridors, and the planned operation of electric buses. This research uses a descriptive qualitative approach with interviews, field observations, and documentation. Informants included the Transportation Agency, Environmental Agency, UPTD BLU Trans Semarang, and purposively selected BRT users. Policy implementation was analyzed using George C. Edward III's framework of communication, resources, disposition, and bureaucratic structure, while public participation was analyzed using Arnstein's ladder of citizen participation. The findings show that the policy has been implemented but remains uneven across corridors. Government commitment is relatively strong and institutionalized through regulation, while communication with the public remains weak because policy publication is largely conducted after decisions become final. Budget constraints have caused fleet renewal to proceed gradually. Public participation remains at the informing level because no formal consultation mechanism directly involving BRT users has been established. The study concludes that successful green transportation requires not only fleet electrification but also stronger policy communication, coordinated emission monitoring, and institutionalized channels for public participation.}, pages = {211--217} url = {https://ejournal3.undip.ac.id/index.php/jpgs/article/view/60380} }
