Abstract
Death certificate services are an important part of population administration; however, death reporting in Kebumen Regency still faces challenges, including low public awareness, limited service access, and administrative problems. To address these issues, the Department of Population and Civil Registration of Kebumen Regency implemented the PETI MEGATRUH Program to bring death certificate services closer to the village level. This study aims to analyze the effectiveness of death certificate services through the PETI MEGATRUH Program and identify supporting and inhibiting factors in its implementation. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation. The analysis used Duncan's effectiveness theory as developed by Steers, consisting of three dimensions: goal attainment, integration, and adaptation. The findings indicate that the PETI MEGATRUH Program tends to be effective across the three dimensions, although its implementation is not yet fully optimal. The program has brought services closer to villages, improved public access, integrated death certificate services with other population documents, and increased death reporting and certificate issuance. The number of certificates issued increased from 9,903 in 2021 to 17,024 in 2025. Coordination among the Department of Population and Civil Registration, sub-districts, and villages has also been carried out through various communication and service submission mechanisms. However, challenges remain, including unreported deaths, incomplete documents, population data problems, limited networks and equipment, and differences in village capacity. Based on these findings, the PETI MEGATRUH Program has contributed to improving access to and reporting of death certificates and can generally be considered effective, although further improvements are needed. These improvements include strengthening public outreach, equalizing village capacity and assistance, improving service facilities, and developing a more standardized application status tracking mechanism. Future research may examine the implementation of the program across different areas or quantitatively measure public satisfaction and compliance with death reporting.
