Abstract
Regional Regulation Number 8 of 2012 concerning the Designation of the Bathin IX Integrated Independent City (KTM) Area in Sarolangun Regency targets the development of a new agribusiness-based economic growth center on a 1,130-hectare land. However, more than a decade since its enactment (2012-2026), the area has yet to manifest as the integrated city it was originally designed to be. This research aims to analyze the causes of this policy stagnation using William N. Dunn's evaluation framework, which includes the criteria of effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. This study employs a descriptive qualitative method through interviews with five informants from the Regional Development Planning Agency (Bappeda), the Manpower and Transmigration Office (Dinas Nakertrans) of Sarolangun Regency, and the local community of the KTM area, supplemented by observation and documentation, and validated through source and technique triangulation. The research results indicate that the realization of land acquisition only reached 77.29 hectares out of the 1,130-hectare target, thus failing to meet the minimum threshold of 120 hectares required by the central government, which consequently prevented the allocation of development funds from being disbursed to the region. This condition has led to the complete absence of core spatial infrastructure and agro-industrial centers mandated by the KTM program. The available infrastructure is insufficient to overcome the area's isolation, the benefits have not been equitably distributed, and the resolution of land disputes remains incomplete. This stagnation stems from three structural factors, namely regional fiscal constraints, weak inter-institutional synergy and coordination, and a mismatch between the policy design and the geographical conditions of the location. This study concludes that the policy has not succeeded in solving the fundamental problems of the area, thus recommending a review of the master plan document, the resolution of land disputes, the strengthening of cross-sectoral coordination, and the adjustment of a rational development strategy in accordance with the region's fiscal capacity.
