KINERJA DPUPR DALAM PEMELIHARAAN JALAN KABUPATEN PEMALANG (STUDI KASUS BIDANG BINA MARGA)
Abstract
Infrastructure development plays a crucial role in supporting daily community activities. The construction of roads, bridges, ports, airports, and facilities for energy and clean water facilitates mobility, economic activities, connects regions, and improves access to public services. This study aims to assess the performance of the Highways Division of the Pemalang Regency Public Works and Spatial Planning Agency and the factors influencing it regarding road maintenance in 2025. A descriptive qualitative method was used to gain an in-depth understanding of road maintenance operations within the Highways Division during that year. The findings indicate that the division's performance still tends to be poor, characterized by low productivity, poor service quality, low responsiveness, and insufficient accountability. However, the aspect of responsibility was effectively implemented. Meanwhile, the factors supporting or inhibiting performance included individual, team, leadership, systemic, and contextual factors. These factors influenced road maintenance operations through both internal and external dynamics.
