IMPLEMENTASI KEBIJAKAN PROGRAM PEMBERDAYAAN USAHA MIKRO MELALUI PROGRAM INKUBASI BISNIS DI KABUPATEN KEBUMEN TAHUN 2025

Abstract

Micro-enterprise empowerment is an important government strategy to strengthen community economic capacity and regional development. The Kebumen Regency Government implemented the Business Incubation Program as a policy instrument to improve micro-enterprise capabilities in production, management, legality, branding, and marketing. This study aims to analyze the implementation of the Business Incubation Program policy in Kebumen Regency in 2025. This research uses a qualitative descriptive method through interviews, observation, and documentation. The analysis applies Merilee S. Grindle's policy implementation theory consisting of Content of Policy and Context of Implementation. The results indicate that the program has provided benefits through product improvement, packaging development, business identity strengthening, legality facilitation, and managerial improvement. However, implementation still faces challenges related to budget limitations, human resources, participant capacity, digital capability, infrastructure, and continuous mentoring.
