ANALISIS KEBIJAKAN PEMERINTAH KOTA SEMARANG DALAM PEMBERANTASAN PENYAKIT HIV-AIDS PADA TAHUN 2023

Abstract

The HIV/AIDS strategy in Semarang reflects the commitment of the local government in reducing the transmission of the virus while providing protection and assistance for people with HIV/AIDS (PLWHA) through the integration of medical, psychosocial, and institutional aspects. This study aims to identify and evaluate the implementation of HIV/AIDS prevention policies in Semarang to support sustainable interventions. The study used qualitative methods with descriptive analytical approach. Data was obtained through in-depth interviews, observations, and documentation of purposively selected informants, including government elements, managers of HIV/AIDS nursing homes or assistance institutions, and PLWHA. Analysis of policy implementation refers to the model of George C. Edwards III covering communications, resources, dispositions, and bureaucratic structures. The results showed that the implementation of HIV/AIDS policy in Semarang has been running quite well, especially in terms of resources through the availability of health facilities and ease of access to services for the community and PLWHA. The government has also collaborated with various institutions or foundations in assisting PLWHA so that handling in the field is more coordinated. However, the communication aspect is still not optimal because public knowledge about HIV / AIDS, the importance of early screening, and access to health services has not been spread evenly. These conditions have an impact on low awareness of some people and become one of the challenges in controlling HIV/AIDS cases in Semarang. Therefore, a stronger synergy between the government and related institutions is needed to improve education and understanding of the community in a sustainable manner in order to suppress the transmission of HIV/AIDS.
