Abstract
CSR is an obligation for mining companies in Indonesia to contribute to community development within their operational areas. However, the implementation of CSR is often still oriented toward short-term assistance that risks fostering dependency, rather than promoting sustainable community self-reliance. Through its Community Development and Empowerment Program (PPM) “Protein Nabati”, PT Timah seeks to empower the Aik Jelutung Farmer Group in Badau Village, Belitung Regency, by utilizing post-tin-mining land for Badau’s pineapple cultivation. This study aims to analyze the empowerment process and identify is inhibiting and supporting factors. The research employs a qualitative method with a case study approach, using interviews, observation, and documentation as a data collection techniques. The analysis is based on Kartasasmita’s (1996) community empowerment theory, which encompasses the aspects of enabling, empowering, and protecting. The results show that in the enabling aspects, PT Timah has provide the group access to land, but this has not been accompanied by adequate land conditions. In the empowering aspects, the program has enhanced individual, operational, and decision-making capacities, but has not yet developed into financial and infrastructural self-reliance, and has been accompanied by a significant decline in member participation. In the protecting aspect, PT Timah conducts regular monitoring and communication, but this has not been supported by clear indicators, rendering it unable to provide effective protection against the group’s structural vulnerabilities. Based on these findings, it can be concluded that the empowerment process of the Aik Jelutung Farmer Group through PT Timah’s CSR program has not fully succeeded in achieving sustainable group self-reliance and capacity. This study recommends that PT Timah develop more measurable indicators of success and self-reliance, as well as more adaptive empowerment strategies suited to the characteristics of post-mining land, in order to achieve empowerment objectives more optimally and sustainably.
