ANALISIS PENGELOLAAN SAMPAH DI KABUPATEN KLATEN DALAM PERSPEKTIF GOOD ENVIRONMENTAL GOVERNANCE

Abstract

Waste management has become one of the major challenges in regional environmental governance due to increasing waste generation that is not always followed by adequate management capacity. Klaten Regency faces similar challenges, particularly due to increasing pressure on the Troketon Final Processing Site (TPA) and the limited effectiveness of waste reduction efforts at the source level. This study aims to analyze waste management practices in Klaten Regency from the perspective of Good Environmental Governance (GEG) based on the seven principles proposed by Belbase (2010), namely rule of law, participation and representation, access to information, transparency and accountability, democratic decentralization, institutional capacity, and access to justice. This study employs a qualitative descriptive approach. Data were collected through in-depth interviews with six informants consisting of local government officials, TPA managers, village governments, and affected communities, supported by field observations and document analysis. Data analysis was conducted using an interactive model consisting of data reduction, data presentation, and conclusion verification. The results indicate that the Klaten Regency Government has developed various upstream waste management instruments, including TPST3R facilities, waste banks, and community-based waste reduction programs. However, the availability of these facilities has not been fully followed by effective implementation. Waste management practices remain dominated by an end-of-pipe approach, resulting in high dependency on the Troketon Final Processing Site. This condition has contributed to landfill capacity pressure, environmental degradation, and social impacts experienced by surrounding communities. From the perspective of Good Environmental Governance, the main challenges in waste management are not only related to regulatory availability but also involve institutional capacity, policy implementation consistency, public participation, and environmental justice for affected communities. This study highlights that sustainable waste management requires a paradigm shift from disposal-oriented management toward integrated governance that emphasizes waste reduction, institutional strengthening, and inclusive stakeholder participation.
